Re-evaluate workflow criteria prior to resuming from a wait element Merged

Any workflows that have a "Wait for Duration" element in them should have their criteria re-evaluated prior to the workflow continuing. This would prevent inadvertent updates to a user's record if their record had changed during the wait element and they no longer meet the workflow criteria. An example of this would be if a user moved to the "Offboarding" OU and that triggered a workflow that started an offboarding process (but had a Wait For Duration element for 30 days before suspending the account), but the user was moved back to an "Active" OU during that 30-day period, the workflow criteria should be re-evaluated prior to restarting. This would prevent the suspension of the user's account since they no longer meet the workflow criteria.
